One stake, several judges: EigenLayer’s road into EigenCloud

EigenLayer began with a narrow wager: Ethereum stake could secure work Ethereum does not perform. EigenCloud later put data availability, dispute resolution and compute around that wager. The result is not one security guarantee but a chain of opt-ins, adjudicators, exit clocks and administrator keys.

A guarded deposit arrived before the marketplace

On 14 June 2023, EigenLayer opened a guarded mainnet stage around StrategyManager and EigenPodManager. Liquid-staking tokens could enter strategies; native validators could point withdrawal credentials to their own EigenPod. There were deposits, but the full market of operators, services, rewards and penalties did not yet exist.

The 9 April 2024 release activated delegation, operator registration and EigenDA. Its announcement was explicit that in-protocol payments and slashing were still missing. That sequence matters: billions in restaked security was first an accounting and delegation system, then acquired enforceable AVS penalties a year later.

Delegation bundles choices the staker does not make one by one

A restaker delegates the entire EigenLayer position to one operator. The operator chooses which operator sets and AVSs to join, so the user's risk changes when that operator accepts new commitments. Delegation is non-custodial, but non-custodial does not mean risk-free.

RewardsCoordinator can distribute ERC-20 payments to operators and delegated stakers. Programmatic EIGEN incentives sit beside those AVS payments. Neither creates a fixed coupon: eligibility, service revenue, allocation and governance determine the result.

The protocol supports native ETH, LSTs, EIGEN and other ERC-20 strategies, but each strategy and operator set has its own deployed rules. Calling all of it 'reused Ethereum security' hides which asset can actually be cut for which service.

Slashing made the promise enforceable—and the exit slower

Slashing went live on 17 April 2025. An AVS or authorized appointee can submit a slash against an eligible operator set. AllocationManager checks authorization, registration, strategy order and requested magnitude; it does not independently decide whether the AVS's offchain accusation was true.

The DelegationManager records the loss across delegated shares. Its mainnet withdrawal delay is 100,800 blocks, about 14 days, and a queued withdrawal remains exposed until the slashable window ends. The receipt a user completes can therefore be smaller than the shares originally queued.

Operator allocation delays give stakers notice before a changed risk profile becomes active, but an operator may configure its own delay, including zero for a new setup. Reading the operator and operator-set commitments is part of the asset decision, not an optional technical appendix.

EigenCloud turned a security market into a product shelf

On 17 June 2025, Eigen Labs launched the EigenCloud name over EigenLayer, EigenDA, EigenVerify and EigenCompute. At that point EigenVerify was a gated preview and EigenCompute was a roadmap primitive. The brand promised one developer surface, while the components remained at different release stages.

On 30 September 2025, EigenAI and EigenCompute entered mainnet alpha. EigenCompute initially ran containers inside trusted execution environments. Cryptoeconomic enforcement and zero-knowledge proofs were described as later verification options, so 'verifiable cloud' should be read service by service rather than as one finished guarantee.

EIGEN was built for disputes a contract cannot see

ETH restaking addresses objectively enforceable conditions. EIGEN's special thesis concerns intersubjective faults: events reasonable observers can agree on even when an Ethereum contract cannot prove them. Its whitepaper proposes a challenger bond, social fork and a backing token so fork-unaware applications can continue operating.

That design is more than ordinary ERC-20 staking, but design is not deployment. Foundation material says forks should be rare, and the EigenCloud launch described EigenVerify as the route to use EIGEN forkability. The reviewed sources do not establish a complete permissionless fork court for every AVS or EigenCloud service.

Supply became liquid before insiders became fully liquid

EIGEN launched with 1,673,646,668.28466 tokens: 45% community, 29.5% investors and 25.5% early contributors. It became transferable on 30 September 2024. Investor and contributor allocations stayed fully locked for another year, then began unlocking at 4% of each allocation per month toward full release three years after transferability.

The Foundation documents an initial 4% annual inflation rate measured against initial supply, distributed through incentives and adjustable by future governance. On 5 September 2026, the token contract reported 1,839,777,946.647712717519668696 EIGEN—already above initial supply, so initial allocation percentages are not today's percentage ownership.

The token at 0xec53…1F83 is an upgradeable proxy. Its implementation supports ERC20Votes checkpoints, bEIGEN wrapping and controlled minting. A fresh owner call returned the Executor Multisig, but voting delegation alone does not control that Safe or the proxy administrator.

Governance is a set of keys, not a single token ballot

Current core governance names four visible bodies: a 3-of-5 Protocol Council, a 3-of-6 Eigen Labs Operations multisig, a 9-of-13 Community multisig and a 1-of-8 Pauser multisig. Routine safety-critical operations wait at least ten days in a timelock. Protocol Council and Operations can propose; Protocol Council executes approved upgrades.

Emergency paths are deliberately faster. Protocol Council, Operations and Pauser can stop functionality, while Community can execute time-critical upgrades or replace the timelock. The repository also says Base is only a destination for verifying stake transported from Ethereum: standard restaking and slashing remain on Ethereum.

EigenFoundation is a Cayman Islands foundation company, but its Terms separate Foundation websites and services from the protocol. It says the Foundation does not custody protocol assets or warrant the protocol. An EIGEN balance is transferable code-based property; the reviewed documents do not make it equity, a claim on Eigen Labs or Foundation assets, guaranteed revenue, or a contractual right to execute upgrades.

Evidence and primary sources

What is EigenCloud (prev. EigenLayer)?

EigenLayer is a set of mostly upgradeable Ethereum contracts for restaking. Stakers place supported assets in strategies or point validator withdrawal credentials to an EigenPod, delegate to an operator, and expose that position to the commitments of operator sets serving Autonomous Verifiable Services (AVSs). EigenCloud is the later product umbrella: it includes EigenLayer, EigenDA and newer verification and compute services.

EIGEN is a separate ERC-20 work token designed to complement ETH when a fault is socially observable but cannot be proved by an ordinary onchain rule. It can be staked and delegated and contains voting checkpoints, yet today core upgrades are executed through councils, multisigs and timelocks rather than a direct token-holder vote.

What problem does EigenCloud (prev. EigenLayer) solve?

Ethereum consensus can punish violations that Ethereum itself can prove. A data-availability service, oracle or offchain computation may need different rules, software and evidence. EigenLayer lets an AVS define an opt-in commitment and attach delegated stake to it; EigenCloud tries to package data, verification and execution into a developer service. The hard question is who judges a failure and which stake, contract or legal promise answers for it.

How does EigenCloud (prev. EigenLayer) work?

A restaker deposits a supported ERC-20 strategy or uses an EigenPod for native ETH, then delegates the whole EigenLayer position to one operator. Operators choose operator sets and AVSs. Since 17 April 2025, eligible allocations can be slashed by an AVS or authorized appointee; the contracts verify caller, allocation and magnitude, while the AVS supplies the fault rule.

Exiting is a queue, not an instant escape. The mainnet DelegationManager documents a 100,800-block, roughly 14-day delay, and slashing during that interval changes what can be withdrawn. EIGEN follows the same allocation machinery for objective commitments while its whitepaper adds a rarer intersubjective-fork design. The complete fork dispute path should not be assumed live for every product.

EigenCloud's services also have their own trust models. EigenCompute entered mainnet alpha using trusted execution environments; broader cryptoeconomic and zero-knowledge verification were stated as future options. Rewards depend on AVS payments and incentive rules, not simply on holding the token.

Key facts

  • Ethereum EIGEN contract: 0xec53bf9167f50cdeb3ae105f56099aaab9061f83; Blockscout total supply on 5 September 2026: 1,839,777,946.647712717519668696 EIGEN.
  • Initial supply was 1,673,646,668.28466: 45% community, 29.5% investors and 25.5% early contributors; documented initial annual inflation was 4% of initial supply.
  • Slashing became live on Ethereum mainnet on 17 April 2025 and applies only to eligible allocated stake under an operator set's rules.
  • The mainnet withdrawal queue is 100,800 blocks, approximately 14 days; queued value remains slashable through the window.
  • EIGEN targets intersubjective faults; the full social-fork mechanism is a distinct system, not a synonym for every objective AVS slash.
  • EIGEN has ERC20Votes checkpoints, but token delegation does not hand a holder the Protocol Council, Operations or Executor multisig keys.
  • Routine critical upgrades pass a minimum 10-day timelock; Protocol Council, Operations and Pauser bodies retain pause or proposal powers, and Community can act in emergencies.
  • Ethereum carries core restaking and slashing. The listed Base deployment verifies transported stake information and does not provide standard restaking or slashing.

Frequently asked questions

Is EigenLayer the same product as EigenCloud?

EigenLayer is the restaking and shared-security protocol. EigenCloud is the broader product umbrella that includes EigenLayer, EigenDA, EigenVerify, EigenCompute and EigenAI services at different release stages.

Does an operator take custody of my restaked assets?

No. Delegation gives an operator security weight and risk exposure; the operator does not receive custody. Contract upgrades, strategy risk and slashing still affect the position.

Can an AVS slash any restaker whenever it wants?

No. Stake must be allocated and slashable for an operator set, and the caller must be authorized. The AVS defines the misconduct rule, so users must assess that offchain and contractual logic before delegating.

How quickly can restaked assets leave?

The documented mainnet queue is 100,800 blocks, roughly 14 days. Applicable slashing during the queue is reflected in the completed amount.

Does holding EIGEN automatically earn yield?

No. Rewards depend on staking, delegation, AVS payments, incentive eligibility and governance parameters. An idle wallet balance has no fixed yield claim.

Does EIGEN directly govern every upgrade?

The token records delegated voting power, but current core execution is controlled by the Protocol Council and governance multisigs through timelocks, with emergency exceptions.

Is intersubjective forking fully live across EigenCloud?

The design is documented and EigenVerify has been presented as its product path, but the reviewed sources do not prove a universal permissionless fork dispute system for every service.

What legal ownership comes with EIGEN?

The reviewed public terms do not give holders equity, Foundation assets, fixed revenue or a contractual upgrade vote. Onchain token and staking rights are the rights the code exposes, subject to its controls.
