The dollar PayPal sent beyond its own walls

When PayPal launched PYUSD in August 2023, it was trying to make an account balance useful in places PayPal did not operate. The result now crosses seven native networks, yet the promise behind each token still runs through Paxos—and the button a customer sees runs through a different company’s rules.

A checkout company chooses an outside issuer

PayPal’s original announcement did something unusual for a large consumer wallet: it invited a branded dollar onto Ethereum and external wallets. Paxos Trust Company minted it, held its backing and accepted the issuer obligations; PayPal supplied the customer surface and the story about commerce. Venmo joined six weeks later, making the separation easy to miss because the same asset appeared inside two familiar apps.

That separation is contractual, not cosmetic. PayPal Digital can buy PYUSD from a user at one dollar only when it can transact with Paxos at that price, and PayPal disclaims responsibility for Paxos’s performance. An external holder can seek direct redemption from Paxos only after becoming an eligible customer under Paxos rules.

Solana changes the route; Arbitrum changes the scale

The first version lived on Ethereum. On 29 May 2024, PayPal and Paxos added native Solana issuance, presenting its cheaper transfers and Token Extensions as tools for everyday payments. Arbitrum followed in July 2025 as the first layer-two deployment. These were new native representations under one reserve system, not a promise that every PayPal interface would expose every chain.

By July 2026, Paxos’s examined schedule named seven homes: Ethereum, Solana, Arbitrum One, Stellar, Polygon, Ink and X Layer. PayPal account terms and individual payout products still advertise narrower menus. A user therefore has two checks before sending: whether the address is Paxos’s native asset and whether the chosen service actually supports that network.

A $2.69 billion snapshot, with a clock attached

KPMG examined Paxos’s assertions for 21 and 31 July 2026. At the second timestamp, the report counted 2,689,335,674 redeemable PYUSD against $2,694,072,163 of assets. Most sat in overnight or short-term Treasury-backed repurchase agreements; cash and Treasury bills supplied the rest. Paxos, rather than token holders, can withdraw net returns above the redeemable supply.

The report offers a strong point-in-time reconciliation, not continuous surveillance. KPMG did not opine on internal-control effectiveness. Its opinion covered only the stated assertions at the two timestamps, so it does not establish continuous activity or legal compliance. Paxos’s terms also let it move among permitted reserve forms, so July’s mix should not be projected forward without the next report.

Who can mint, pause and freeze PYUSD

On Ethereum, the public code places PYUSD behind an upgradeable proxy. Designated supply controllers mint and burn; an authorized pause role can stop transfers; an asset-protection role can freeze and wipe a frozen balance. Live review found the proxy unpaused and identified its current implementation, proxy admin, default admin and SupplyControl addresses.

On Solana, the live Token-2022 mint retains a mint authority plus freeze and permanent-delegate authorities. The generic Paxos program repository describes rate limits and destination lists, but does not prove that configuration for current PYUSD. Paxos’s legal terms extend freeze and forfeiture rules to noncustomers as well as account holders.

That concentration became visible on 15 October 2025, when a Paxos operational address accidentally minted 300 trillion PYUSD to itself and burned the full excess 22 minutes later. The tokens never left that Paxos operational address, but the episode exposed the scale of operational mint authority.

PayPal’s rewards program can obscure this design by making an ordinary dollar token look like an interest-bearing product. The reward is an opt-in PayPal promotion, paid in PYUSD at a rate PayPal may change or end. It is not the income earned by the reserve, and it does not follow a token moved to an unsupported external wallet.

From one U.S. launch to seventy account markets

Paxos’s conversion on 12 December 2025 moved issuer supervision from the New York trust framework to the OCC. The new national trust bank does not take deposits and is not an FDIC-insured bank. PYUSD likewise is not FDIC insured; only qualifying cash reserve interests can receive conditional pass-through treatment after registration, and that protection does not insure Paxos failure.

PayPal’s March 2026 expansion put PYUSD into accounts across 70 markets, but its footnotes preserve local differences in access, rewards and account type. That is the product’s real arc: a branded U.S. wallet token became multichain and multinational, while the dollar promise, administrator powers and customer gates remained concentrated at Paxos.

What is PayPal USD?

PYUSD is a U.S.-dollar stablecoin created for payments. PayPal introduced it and distributes it through PayPal and Venmo products; Paxos Trust Company, N.A. is the legal issuer, reserve manager and contract operator. The distinction matters whenever a user asks who owes the dollar, who controls a token address, or which app terms apply.

What problem does PayPal USD solve?

PayPal wanted a dollar that could leave its private ledger and travel through wallets and applications without asking merchants to absorb the volatility of most cryptoassets. The design joins PayPal’s consumer reach to Paxos’s regulated issuance. It reduces one kind of friction, but replaces a single PayPal balance with several layers: issuer rules, distributor eligibility, public networks and administrator keys.

How does PayPal USD work?

Paxos mints native PYUSD against segregated eligible assets and lets approved Paxos customers redeem under its terms. PayPal Digital separately offers a $1 sale route when it can transact with Paxos at the same price. On Ethereum the six-decimal proxy can be upgraded, paused and protected by supply and asset-protection roles; the live Solana Token-2022 mint instead shows a mint authority plus freeze and permanent-delegate authorities; the reviewed sources do not map Paxos’s generic minter-program design to those current addresses. Other native addresses must be checked chain by chain.
